* moved MaxObjectSize check to NewUpload
* removed MaxObjectSize check from CalcOptimalPartSize
* switched to assert in tests
* added TestAllPartSizes, excluded in short mode
TODO: TestNewUploadLargerMaxObjectSize needs to fail if MaxObjectSize > size
